I verified that the file is fine in the v4.0 or v4.03 packages.

 As I said in both 4.0 and 4.03 downloads this file is not of the right format and corrupted.

 Actually I downloaded the file from zip file and it was viewable or editable under Windows 7 paint or Image viewers. and not the Windows Vista or Server 2008.
So I Saved the file as BMP and Opened with paint on Windows Server 2008 and saved it as a GIF file, and now this file is viewable. But this does not fix the problem.
 
The funny thing is why some of your Gif files are formatted differentl than the others.

Did I say the file is good in our packages on the server?

No it is not, when it is created by a  higer version of image format.
 
Anyway, the problem is that DSC does not get the tab template CSS correctly for any reason? The default CSS are the same as the original ones.

 Also your recent package is V4.1 while I use V4.03, so this was a problem seen on V4. Please check the tabs under V4.0

Please don't assume the out of box software is wrong. Please install the out of box software to you local box and validate the issue. If there is something wrong with that, then post back to this thread.

 There are two Default.css files :
 
1- in Web\App_theme\dcs
 
2- in Web\App-Data\Theme_Template
 
Which one is the source ?
