 Is there any other Configuration rather than the Title #10.

What's Title #10? The configurations are defined in web.config. Why don't you run OrderPipeline as windows service? It's more stable and easier to debug if you run it as the windows service.

 I did an Import on V3 with Windows Service and it works. I think Bulk Import on V3.1 under Web Service is working as it supposed. 
The program should have a text log files to trace the steps, since there is no message.
 
My solution is enabling OrderPipLine Windows Service for Import and then Disabling it.
 
My Question are  : If I activated the Service, will it be in priority by DSC, how can I disable Web Service OrderPipeLine temporarily? 
 
How to remove the current ComOrderPipleLine.

The article has total 5 steps. What is step 10?
 
What's text log are you talking about? If you are talking about bulk import log, you will see it once it runs. Your issue is that the bulk import process never gets run inside orderpipeline. To stop OrderPipeline windows service, just stop the windows service.

Hi Luke, I do not know what i your word, previously tou told bulk Import is running Within OrderPipeline, Now you say it is not.
 
These seem like the configuration issue. You got to fix the these issues first. The bulk import is running inside OrderPipeline.
 
Ok , if Bulk Import does not relateds to OrderPipeLine Service. The lets address the Issue :
 
Bulk Import on V3.1 Does not Works.

My Question was how to disable/enable  OrderPipeLine Web Service
I know how to disable a windows Service
