There is no way to edit the quantity shipped of an item. For instance, If a customer orders Quantity 4, of XYZ, and I only have 3 available to immediately ship him, I would need to be able to show a separate tracking number for the remaining item when I complete the order at a later date, for this reason, The quantity of each sku needs to be editable in the "Enter Tracking Number" screen.
