Unique Names rule in Category/SubCategory

This is an unresolved/unanswered issue of Bulk Import:
Q: Should the names of Category or Subcategories be unique. i.e a Subcategory name can not be a new top Category later in import file or in later Import batches

It is normal that names be non unique since multiple types of Categories and entities are kept in one category table of DSC database.
