Page Editor in a real World
The inevitable Design templates and CSS codes makes access to page elements thru page editor impossible in a real worlde designed website. 
 
I need to add elements to menu but it controls are hidden underneath other controls. How I can access menu Items in another way.

You can use "Advanced" menu in the block container. It should give you the extended control. If you need to go further, then customize the code as you wish.

I do not mean  Advanced menu. 
 
The blocks overlay with each other Menu,Html,Controls ......... in a real website. It is not a rudimentary website,
 
Some controls are on the top and some under. My main menu in this case is not accessible due the the graphical weakness of page editor.

Try using the "minus" icon in the top right corner of the container to hide the section that you don't want to show the page editor. Let me know if it helps.
