I want to create another page called Gift Set Service as an option to those customers that want their orders sent to another address with a gift wrap. Where do I create a link so the customers can learn more about the service that my store provides?

My question is, do I have access to the page Shopping Cart Items so I can add a service?

Log in to your site as admin. Add some items to your shopping cart and then go to shopping cart items page. Enable page editor and click the plus sign to add an Html Box, in which you can specify any html you would like.

If you are asking for the Gift Wrap feature for the shopping cart, that is part of Enterprise Store features (comparision).
